Franchise
Comfort Link was awarded the district chilled water franchise by Baltimore
City in 1996 and renewed in 1999. The franchise was awarded by The City
of Baltimore after Comfort Link met a demanding test of qualifications
and experience. The franchise permits Comfort Link to install and maintain
a chilled water distribution system under the city streets and on city
bridges and overpasses. Since receiving its franchise, Comfort Link has
installed over 2 miles of piping in the busy urban streets. Construction
scheduling, exceptional traffic control, and ongoing communication programs
limited impact on vehicular and pedestrian traffic. Outreach programs
proactively supported area businesses feeling even the smallest impact
of street construction.
